Dear New Zealand Police,

There is public debate around the need to arm police, to support this debate I would like facts and numbers of police involved shootings.

Can you please give number of public shot by police in last 10 years, the number of police shot by public in last 10 years.

Also can you provide number of times a taser has been used in an unapproved way. I.E any situation in which an investigation found police should not have used taser.

Last of all, can you provide the total number of firearms the police have.

Following one of my requests for similar information, when NZ Police published their "Tactical Options Research" summary report covering 2019 a year ago they included a table at the end of all shootings by NZ Police from 1916-2020.

You may also be interested to read NZ Police's Taser policy. I don't know if it's been updated at all since this version, but the latest version I'm aware of to have been publicly released is this version, released to me on September 28 2018: https://fyi.org.nz/request/8308/response...

This, and previous versions of the Taser Manual, have stressed the importance that police officers must:

"Always use a TASER in a manner consistent with the 'Tactical Options Framework' and never 'use' in situations below the assaultive range, e.g. active or passive resistant."

However, Tactical Options Reporting data they have released under the OIA for recent years have detailed many instances in which tasers were "used" on people below the assaultive range. The way your request is currently worded, I don't believe it will cover this variety of misuse of a taser as I don't believe NZ Police always identifies and investigates each instance in which a taser was used contrary to policy in this way.

I refer to your request of 1 August 2021 for the following information:

Last of all, can you provide the total number of firearms the police have.

 

I have been asked to advise you that Police requires an extension of time
in which to respond to your request, pursuant to section 15A(1) of the
Official Information Act  1982 (OIA). Specifically, section 15A(1)(b),
consultations necessary to make a decision on the request are such that a
proper response to the request cannot reasonably be made within the
original time limit.

 

Police requires until 27 September 2021 to provide a substantive response
to your request.

 

You have the right, under section 28(3) of the OIA, to make a complaint to
an Ombudsman about this extension.
