Tactical Options Research Reports

Mark Hanna made this Official Information request to New Zealand Police

The request was successful.

From: Mark Hanna

Dear New Zealand Police,

I'm interested in statistics on NZ Police's use of tactical options such as tasers, firearms, and dogs, including demographics of the people they are used on and the outcomes of these events.

I am aware that the NZ Police used to publish annual and biannual Tactical Options Research Reports. However, the most recent of these reports online were published well over a year ago, July 2015 at the latest, and don't include any data more recent than December 2014:
http://www.police.govt.nz/about-us/publi...

I have not been able to find any more recent statistics online. If there are more recent equivalent research reports or statistics on use of tactical options, please either let me know where they are available online, publish them online, or send me a copy.

If these research reports have either stopped being completed, stopped being published online, or been delayed, please let me know why this is the case. If they have been superceded by something else, please let me know what that is and where it can be found.

Sincerely,
Mark Hanna

Some information that reads as though it may have come from a more recent Tactical Options Research Report has been published by the New Zealand Herald today: http://www.nzherald.co.nz/nz/news/articl...

It's not clear from the article what the source of this information is.

This article seems to clarify that the information I mentioned in my previous annotation was released under the OIA: http://www.nzherald.co.nz/hawkes-bay-tod...

I've been in touch with NZ Police via Twitter to ask about the delay. Apparently a response was sent to the FYI email address for this request this morning. I'm following up to get a copy of the response and find out why it hasn't appeared here.

Hopefully we'll be able to get the PDF displaying here soon, but in the meantime here is the relevant text from their response which I requested the Police forward to my personal email address:

"As your request implies, the most recent Tactical Options Research Reports were published in July 2015 which reported on the use of tactical options for the 2014 calendar year. Police intend to continue to publish the annual Tactical Options Research Reports, however a technical fault occurred with the Tactical Options Reporting (TOR) database which has delayed the production of the report on the use of tactical options in 2015. The technical fault has been fixed, however there are carry-on issues which are still being resolved. We are trying to resolve these issues as quickly as possible, however at the moment I cannot provide you with an estimate of when the next annual report will be available.

Police consider the release of the Tactical Options Research reports to be important in ensuring transparency of Police use of force and an important part of maintaining public trust and confidence. Police will publish the next annual report in the usual manner on the webpage you referenced, when it becomes available."
