Dear Mr Cranston

On 29 November 2016 you emailed the Ministry requesting, under the
Official Information Act 1982, the following information:

·         all documentation, electronic records and correspondence between
the Ministry and Lynley Reid Ltd covering the period 1 January 2013 to
present.

 

The Ministry has decided to grant your request in part, namely you will be
provided with all documentation, electronic records and correspondence but
some information will be withheld from the documents under the following
sections of the Official Information Act:

 

·         the names of some individuals will be withheld under section
9(2)(a) of the Act in order to protect the privacy of natural persons. The
need to protect the privacy of these individuals outweighs any public
interest in this information.

 

·         A small amount of information will be withheld, from the
documents, under section 6(c) of the Official Information Act where making
that information available would be likely to prejudice the maintenance of
the law, including the prevention, investigation and detection of
offences.

 

It will take some time to prepare this information for release. The
information will be sent to you around 23 March 2017.

investigation and review by the Ombudsman. Information about how to make a

While I am unsatisfied with the delays in receiving this information, I acknowledge your reply and ask that the names of individuals be replaced with numbers or letters in order for the information to be an any way useful to readers;

Yes I am aware of the requirement to conceal names and other identifiers, but you have not responded to my request to replace names with numbers in order to enable viewers to understand that particular individuals are being discussed without identifying these individuals.

Are you agreeable to arranging this?

Section 17 of the Official Information Act allows for the deletion of information from documents.

"Where the information requested is comprised in a document and there is good reason for withholding some of the information contained in that document, the other information in that document may be made available by making a copy of that document available with such deletions or alterations as are necessary"

We have considered your request to replace redacted names with numbers, however, as any information that would assist the reader to follow the information received, such as position titles or parts of an email address that identify the company or government department that the email is from are not redacted, we trust that this will make the information proposed to be released meaningful to the reader. As such, we cannot dedicate the resource to replace the redacted names and identifying details with numbers specific to the individual whose details are redacted.
