NZ Police Surprised Ticket

Dear New Zealand Police,
I was sent ticket by NZ police a month ago for unable to stop at yellow single.
When I was stopped by office at that time she only ask for my drivers licence and other details, she did not told me anything about any fines but after a week I received surprised fine ticket in my mail box.
When I have sent email regarding this to NZ police they refuse to give me reply into this matter.
I can not hire lawyer for this matter, but I want to know my rights for this and what officer did to me is it a fair or not?
