Information Act 1982, because the request necessitates a search through a
large quantity of information and consultations such that a proper

limit. Police require until 30 January 2017 to provide a substantive
response to your request.

Hi Jeremy,
This email had come through to the NZ Police. This request has nothing to
do with the NZ Police and as per a supervisor this was advised to be
forwarded to the Ministerial Services.

This sounds like a transfer under s14 of the OIA: http://www.legislation.govt.nz/act/publi...

Please have a read of this section, as there are two possible reasons you can transfer a request (paraphrased):
s14(b)(i): if the information requested is not held by the department to which the request was made
s14(b)(ii): if the information requested is believed to be more closely linked to a different authority

I don't think either of these two apply in this situation. The manuals in question are Police manuals, Police is ostensibly the correct agency from which to request them. It is for this reason that I request your reasoning under s14(b).

Also in s14 is the requirement to "inform the person making the request accordingly." Please confirm that this is what you are doing, and the reason under s14(b) for this,

The document is really as much as I require at this point. I'll make a follow up OIA request if there are any extra documents which look interesting.

Often less than tech savvy government employees send through links to intranet sites, not understanding they're only accessible from inside the office. These are probably all examples of that.
