Clarification concerning intention and extent of DHB 'efficiency gains'

Dear Ministry of Health,

Since 2011 DHBs have made significant “efficiencies” and “efficiency gains” to their operating budgets. For example, Auckland DHB in the 2013/14 financial year made $38,884,000 worth of ‘efficiency gains’.

Can the Ministry of Health provide their intended definition of what “efficiencies” and “efficiency gains” are in the context of DHB spending and also the letter of expectation titled “living within our means”?

In terms of each DHB in Aotearoa/New Zealand for each financial year from 2011 to 2016:

1 - Please provide the total monetary value of the “efficiencies” or “efficiency gains” carried out by the DHB.
2 - Please provide a list of all DHB funded services and/or contracted services who have been subject to “efficiencies” or “efficiency gains”' from 2011 to 2016.
3 - What is the monetary value to the “efficiencies” or “efficiency gains” subjected to each service listed in Question 1 & 2?
4 - What previously DHB funded services/contracted services have been stopped as result of “efficiencies” or “efficiency gains” from one financial year to the next?
5 - Please provide any and all social impact assessments completed in the decision making process around the “efficiency gains” referred to in the previous Questions 1-4.

Thank you for your request for official information, received by the
Ministry of Health on 7 November 2016.

You requested:

Can the Ministry of Health provide their intended definition of what

later than 5 December 2016 as required under the Official Information Act
1982.

Please note that a working day is defined in the Act as ‘any day of the
week other than a Saturday, Sunday, Good Friday, Easter Monday, Anzac Day,
Labour Day, the Sovereigns birthday, Waitangi Day and a day in the period
commencing 25 December in any year and ending 15 January in the following
year.

If a large amount of information has been requested or if the Ministry
needs to consult in order to make a decision, we may need to extend this
date (this is provided for in section 15A of the Act).  We will advise you
if such an extension is necessary.
