We are writing in response to your request dated 5 October 2016 for
information on the status of DC and TR locomotives and details about the
paint KiwiRail uses. This request, which follows from our response to your
earlier request dated 4 October 2016,  has been considered under the
Official Information Act 1982 (the Act).  Our responses are given below.

 

“Your reply to my request says that 4438 4473 and 4277 are kept here for
operational reasons does this mean the locos could re-enter service?

The DC 4438, DC 4473 and DC 4277 locomotives are in poor condition.
KiwiRail has no plans to fund the repair needed to return the locomotives
to service.

 

How many TR class locomotives are currently in service and are any in the
toll rail scheme?

There are 17 TR class locomotives currently in service. According to our
records the TR 845 is the only TR in the toll rail scheme.

 

Will any locomotives in KiwiRail’s phase 1 livery be repainted in its
phase 2 standard livery?

KiwiRail repaints locomotives if significant repairs have been undertaken
or the locomotive has been overhauled. Whether a locomotive currently
decorated in an obsolete livery is repainted depends on whether it is
overhauled or receives significant repairs. 

 

Will the operational dc's in tranzrails bumblebee and cato blue livery or
the two in fruit salad colours be repainted or withdrawn (4409 4876)?

It is unlikely that any members of the DC fleet will be repainted.
KiwiRail has no plans to withdraw the DC 4409 and DC 4876 at this stage.

Are any locomotive hulks still intact at Hutt or other workshops?

The Hutt workshop is the only intended storage site for out of service
locomotives.  The DC 4438, DC 4473 and DC 4277 locomotives are the only
exception, and are currently held in the South Island.

 

Out of service locomotives are generally intact aside from some limited
component harvesting.

 

Was 7077 and 7199 withdrawn due to operational reasons or in general
withdrawal for the class?

The DFT 7077 was withdrawn because the engine crankshaft failed in service
and the

DFT 7199 was withdrawn because the locomotive was in a poor condition and
has worn out wheels.”

 

Under s28(3) of the Act, you have the right to seek an investigation and
review of this decision by way of complaint to the Ombudsman.  Refer to
