I refer to your Official Information Act 1982 request dated 6 May 2016 for
information offences relating to Normandale School.
Pursuant to section 15A of the Official Information Act 1982, I advise you
of the requirement to extend the time limit to respond to your requests.
The period of the extension is until 4 July 2016.
The reason for the extension is that the time required for the
consultations necessary to make a decision on the request are such that a
proper response cannot reasonably be made within the original time limit.
You have the right, under section 28(3) of the Official Information Act
1982, to ask the Ombudsman to investigate and review my decision to extend
the time limit for deciding upon your request.

I am writing in response to your request dated 6 May 2016.
The issuing of a trespass notice is a matter between a property owner and
the person who the property owner wishes to exclude from their property.
It is not necessary for a property owner to advise Police when issuing a
trespass notice. Accordingly, Police does not produce statistics on
trespass notices. For more information see

Therefore, the first two parts of your request are not held ( refer to
section 18(g) of the OIA) .
However, Police records trespass offences (the breaching of a trespass
notice) and published statistics on trespass offences on the Statistics NZ
website up to 2014 ( [2]http://nzdotstat.stats.govt.nz/wbos/Inde... ).
These statistics identify which offences occurred at Educational
Institutions, but do not identify specific educational institutions such
as Normandale School.
Please note that Police has changed its systems and improved its
statistical counting rules. The new crime statistics are available from
July 2014. Information describing these changes is available on the Police

However, these new statistics also do not identify specific victims or
locations . Therefore, statistics relating to calls to incidents at
Normandale School (parts 3 and 4) are unable to be produced ( refer to
section 18(g) of the OIA).

information you have requested. I trust my response is still helpful in
guiding you to online holdings for related data.
As you may already be aware, you have the right under section 28(3) of the
OIA to seek a review of my handling of your request by the Office of the

I draw your attention to the following article: http://www.stuff.co.nz/dominion-post/new....
I find it disturbing that over the years New Zealand Police have specifically trespassed some parents from Normandale School, on behalf of the Principal, yet you do not keep specific records on them.
These trespass orders seemed to follow no due process, were for unreasonably long periods, and appear to be an arbitrary use of power by government organisations in response to a parent raising genuine concerns. They caused significant distress and harm to the parents who received them, and their families.
If the Police are going to 'team up with schools' then your actions need to be lawful, following the principles of natural justice, including procedural fairness and objective assessment. It is important that such a powerful tool keeps accurate records and is adequately monitored. This does not seem to be the case, the trespass orders appear to have been used outside of the original tenets of the Crime Free Schools project and instead as an unfair management tool for dissenting parents.
This matter will be referred to the Independent Police Complaints Authority.
