Over the period 1 January 2011 to 31 December 2015, please list the total number of complaints lodged to your organisation in relation to smoke from solid fuel burners.
List the respective action taken by your organisation.
In how many cases were abatement notices issued?
In how many of these cases was the complaint reiterated by the complainant after your organisation had taken action?

Hello R Roddick,
Thank you for the below information request, concerning the number of complaints related to smoke from solid fuel burners, over a period of 5 years.
I have worked with the Council's Public Health team, who monitor this type of complaint, to see if we were able to provide you with the information requested.
Unfortunately, complaints regarding smoke from solid fuel burners are not classified separately in the Council's system. They are recorded in with other environmental health complaints as Health General and to identify the requested information would involving reading each of over 2300 records.
As such, at this stage, I have to advise you that the Council is refusing your request, under the Local Government Official Information and Meetings Act 1987 (LGOIMA), section 17(f) as the information cannot be made available without substantial collation and research.
If you would like to refine your request, or would be prepared to pay for the officer time required to collate the information, please advise me by return email.

Thank you for your patience.
I have looked into your revised request, to see whether we are able to provide what you are seeking. Unfortunately, the Council's system does not allow me to refine a search in such a way that I can retrieve complaints concerning 'smoke' or 'air' without trawling through all of the records.
Similarly, there are no sub-headings under 'Health General', and all jobs logged under the title are grouped, as advised previously.
I am sorry, but I have to refuse your request as before.
If you choose, you can contact the Office of the Ombudsman and request they investigate the Council's decision to refuse your request.
