What is the required evidence or proof required when a man breach a protection order?

What is the required evidence or proof required to arrest a man who breached a protection order ?

If a woman (victim) states that a man has called her and harassed her, would the police have the authority to arrest a man (violent person) without investigating or an evidence ?
