When NZ Police gave me a list of all chapters of the Police Manual in May 2022 (https://fyi.org.nz/request/19200-police-...), they included the names of three chapters in a section of the Police Manual named "Youth Justice". It's possible things may have changed since then, but I would expect these three documents to likely fall within the scope of your request:
- Youth justice - Part 1 Introduction to youth justice
- Youth justice - Part 2 Responding to youth offending and related issues
- Youth justice - Part 3 Criminal procedure in the Youth Court
