Request for the internal rules and policies for setting the NZTA FAR allocation

Dear New Zealand Transport Agency,
The NZTA recently provided a substantive response to my OIA request "Government funding increase to fix train lateness on the Wairarapa Line" (URL: https://www.fyi.org.nz/request/3035-gove...).
The initial substantive NZTA response (2 September 2015) was an NZTA Memo to the NZTA CEO titled “HUTT VALLEY LINE ON-TIME RELIABILITY – BUSINESS CASE” (dated 25 June 2015). This memo included the following recommendation:
“3. Approve an increase in investment of $2,290,000 in GWRC Work Category 515 – Passenger Rail Services at 100% FAR.”
I am interested in the NZTA public transport funding decisions in general and the decision to fund this request at 100% in particular.
1) Can I please have a copy of the NZTA FAR internal rules and policies used when RECOMMENDING the NZTA FAR percentage to be applied to public transport funding requests ?
2) Can I please have a copy of the evidence and other information that was applied to the NZTA FAR internal rules and policies that led to the RECOMMENDATION of a FAR of 100% was required in the $2.29M Hutt Valley Line On-Time Reliability” funding request ?
3) Can I please have a copy of the NZTA FAR internal rules and policies used when DECIDING the NZTA FAR percentage to be applied to public transport funding requests ?
4) Can I please have a copy of the evidence and other information that was applied to the NZTA FAR internal rules and policies that led to the DECISION to approve a FAR of 100% for the $2.29M Hutt Valley Line On-Time Reliability” funding request ?
If this information is held in electronic form, I would prefer it was provided to me in its complete and original electronic format. Also, I would prefer any and all correspondence to be via the FYI web site.
