Request for Wellington Rail RS1 Package Business Cases and funding

Dear New Zealand Transport Agency,

The Greater Wellington Regional Council "Regional Public transport Plan 2014" (URL: http://www.gw.govt.nz/rptp/) outlines a number of rail transport projects as follows:

"Infrastructure
In order to deliver RS1, the major infrastructure projects are:
* Double tracking Trentham to Upper Hutt
* Installing a turnback/passing loop at Porirua Station
* Installing a turnback facility at Plimmerton
* Signalling and track upgrades through the Tawa basin
* Making safety improvements at level crossings
* Upgrading Upper Hutt Station in 2014 and 2015
* Providing ‘park and ride’ facility upgrades on the Kapiti and Hutt Valley Lines.
These projects have an estimated cost of $44 million, and the majority would be required between the 2018 and 2019 financial years to enable the new service patterns to begin in the 2020 financial year."

I am interested in the justification and funding for the "Rail RS1 package"

1) Can I please have a copy of any and all funding requests from GWRC or KiwiRail associated with the Rail RS1 package as outlined above ?

2) Can I please have a copy of any and all business cases (including any reports justifying investment in rail projects) associated with the Rail RS1 package as outlined above ?

3) Can I please have a copy of any and all NZTA reports associated with the costs, benefits and/or funding of Rail RS1 package as outlined above ?

4) Can I please have a copy of any and all NZTA Board presentations, reports, and/or minutes associated with the costs, benefits and/or funding of Rail RS1 package as outlined above ?

If the above information is held in electronic form, I would prefer it was provided in its complete and original electronic format.

Finally, can you please acknowledge NZTA's receipt of this information request ?
