Dear Kāinga Ora–Homes and Communities,

I am writing to make a request under the Official Information Act 1982.

I request the following information relating to the Kāinga Ora Papakura office, for the period covering the last two years from the date of this request:

1. The full names of all staff employed at the Papakura office during this period.
2. The position or job title held by each staff member.
3. The annual salary paid to each staff member, including any bonuses, incentives, or additional remuneration received.
4. Details of any complaints made about the Papakura office or its staff during this period, including:

* The nature of the complaints
* The dates the complaints were made
* The outcome or resolution of each complaint

If any of the requested information is withheld, please clearly state the specific grounds for refusal under the Official Information Act.

Where possible, I request that the information be provided in electronic format.

Please note that under the Official Information Act, I expect a response to this request within 20 working days.

Dear Ministerial Services,
Thank you for your response to my Official Information Act request.

I am writing to request that Kāinga Ora reconsider aspects of its decision to withhold the requested information.

First, in relation to the withholding of staff names and salaries under section 9(2)(a), I do not accept that privacy concerns outweigh the public interest in this case. There is a well-established public interest in transparency and accountability regarding the expenditure of public funds and the conduct of public servants. This is particularly relevant for staff exercising public functions in housing and wellbeing support roles.

I note that similar information — including names, roles, and remuneration bands — is routinely released across the public sector, particularly for senior or decision-making positions. At a minimum, I request reconsideration of whether:

names and roles of managerial and senior staff can be released, and/or
salary information can be provided in bands rather than exact figures

These approaches would mitigate privacy concerns while still serving the public interest.

Second, regarding the refusal under section 18(f) for complaint information, I do not consider that the threshold of “substantial collation or research” has been appropriately met. The Act requires agencies to consider whether the request can be refined or the information provided in a more readily accessible form.

If extracting full complaint details is burdensome, I am willing to refine my request. For example, Kāinga Ora could provide:

the number of complaints received over the specified period
broad categories or summaries of complaint types
any high-level information already reported internally

This would significantly reduce any collation burden while still meeting the intent of the request.

Third, in relation to the withholding of official email addresses, I note that these are work contact details for public servants acting in official capacities, not personal information. There is a strong public interest in enabling appropriate communication with senior and decision-making staff, particularly where decisions impact tenants and communities.

If full disclosure is considered inappropriate, I request consideration of alternatives such as:

providing generic or publicly accessible contact channels for relevant roles
confirming which roles have publicly available contact points

Overall, I am concerned that the response applies withholding grounds too broadly without sufficient consideration of partial release, public interest, or reasonable refinement under the Act.

I would appreciate a reconsideration of this decision. If the position is maintained, please treat this email as notice that I am considering seeking a review by the Ombudsman.

Regarding your request for complaint information, how would you like to
refine this aspect of your request? We could provide the number of
complaints or contacts received but I understand that, due to the way the
information is recorded, it would also not be feasible to categorise
these. We can certainly look into what other high-level information on
complaints may be recorded internally, and can provide you with details of
our public contact channels.  
 
Following your response regarding the complaint information, I will
discuss this with the team, and see what we can do. We will also consider
the other aspects of your request, and your comments on these.
