Supermarket
It has been determined as the owner of the below properties you are an affected party along with the
occupants. A similar letter has been circulated to the below properties,
Units 1 to 8 / 101 Packe Street, St Albans
Units 1 to 4 / 128 Canon Street, St Albans
Copies of site & landscape plans are attached for your information, below is a summary of the
proposed activity:-
Woolworths New Zealand Limited has applied for land use consent in relation to land at 476 –
494 Madras Street, St Albans, Christchurch, legally described as:
• Lots 1-2 LT 606636
• Lots 60-62 and 64-65 of DP 953
• Pt Lots 33-34 DP 1212
• Lot 1 DP 77018
The land is generally at the southern end of the block bounded by Madras Street, Purchas
Street, Packe Street, and Canon Street.
The application is for a land use consent to establish a new commercial centre anchored by a
supermarket and containing small scale retail activities.

The proposal includes:
A 3,350m2 gross floor area supermarket located adjacent to the site’s south and east
internal boundaries,
A 200m2 ancillary office associated with the supermarket operation;
A 150m2 ‘click and collect’ facility associated with the supermarket operation;
A 150m2 entrance lobby;
860m2 small format retail tenancies sleeving the supermarket;
A 530m2 non-retail commercial space at first floor level;
Total of 5,303m2 of gross floor area;
A new outdoor courtyard space (described in plans as a village green) framed by food
outlets to the east and south;
Associated landscaping and trees planted around the perimeter of the site, including a
continuous landscape strip and trees along the Madras Street road frontage;
Vehicle access would be provided in the form of two access points to Madras Street. A
right-turning bay is proposed within the Madras Street road corridor to facilitate
movement;
A blade sign adjacent to each of the Madras Street vehicle entrances and on-building
signage;
223 carparks (including 6 accessible parks, 3 parents parks, 10 staff parks, 6 click and
collect parks, and 1 drop off park);
34 Cycle parks;
Earthworks of 10,300m3 (outside of the building footprint)
The land use consent application is for a Discretionary Activity for non-compliance with
standards in the Operative Christchurch District Plan.
The applicant has also applied for a consent under the National Environmental Standard for
Assessing and Managing Contaminants in Soil to protect Human Health (NES-SC). The
application site is listed on the Environment Canterbury Listed Land Use Register as a HAIL site,
and therefore the NES-SC applies to any land use on the site. The application under the NES-SC
is for a restricted discretionary activity.

make a submission on the application.
