Dear Ministry of Education,
I note that you have recently responded requests for information about the curriculum writers for various subjects, refusing the requests due to section 9(2)a of the act to protect the privacy of natural persons.
For previous curriculum, the writers were made public. Therefore I would like all communications about the decision not to disclose the names of the writers, contributors and reviewers of the recently released curriculum for all subjects as well as Te Mataiaho the NZC framework.
I would like to see any internal communications (meeting notes, emails, aide memoires etc) about this as well as any communications about this with the writers, contributors and reviewers - feel free to redact their names to protect their privacy.

Thank you for your below email of 3 November 2025 requesting information
from the Ministry of Education (the Ministry) about the decision to
protect the privacy of people involved in curriculum writing. Your request
has been considered under the Official Information Act 1982 (the Act).
The Ministry is currently dealing with a significantly increased volume of
requests for official information on topic of the curriculum refresh, in
addition to an ongoing high volume of requests on a range of other topics.
Decisions on release or withholding of information have been made on
initial requests received, and that decision then replicated in future
responses to ensure consistency. While the Ministry has previously
released these details, and generally takes the approach of releasing the
names of officials, people involved in the development of the New Zealand
Curriculum have been subject to online harassment, and as the Ministry has
been releasing curriculum content, negative online commentary has
increased, along with claims in a public forum to which the Ministry does
not have the opportunity to reply. Therefore, the Ministry now considers
it necessary to protect the privacy of the individuals involved in this
work.
Identifying all communications on this matter across multiple requests and
in multiple formats is impractical and would require substantial
collation, so your request as currently worded is likely to be refused
under section 18(f) of the Act. Your email refers to previous responses,
so if you are able to identify the reference numbers of those specific
requests, we will be happy to collate and assess information relating to
decisions on those requests. Alternatively, if you are unsatisfied with a
decision on a request that you have made yourself, you can ask an
Ombudsman to review this, in accordance with section 28 of the Act. You

the Ombudsman, PO Box 10152, Wellington 6143.

Please note that, in line with section 15 (1AA) of the Act, if refinement
or clarification of a request is sought within seven working days of the

If my request is too broad, please restrict it to the responses regards the arts and social science curriculum as the OIA responses above, and for all curriculum I would like to know the number of writers, contributors and reviews (including ministry staff) for each learning area, and how many of these for each explicitly requested their names to be withheld.
