Dear Wellington City Council,
Thank you for your previous response (IRC-8736) regarding WNHT responses.
While I appreciated the effort and insight from it, I felt the answer veered gingerly around the key point.
To refocus:
It is my understanding from records provided by WCC regarding WNHT's billings that they charged WCC - therefore rate payers - for several thousands of aerial spraying.
However, no resident of Long Gully has ever helicopter, drone or otherwise in the valley.
However, when we requested records of any kind for this event in the form of invoices, as auditing records, as flight plans, of any kind, we received from you presumably what you received from them - no invoices, no audit records with signature of officer(s) who sighted such, etc. Additionally, and most troubling, the flight plan provided as evidence for work done over Long Gully, was not for Long Gullly, but for the Makara coastline, approximately 10km away.
While it is possible that another ecological trust or similar did procure spraying by drone capabilities, it is neither here nor there. Correction. It's not here. It's there.
While we are still interested in other expenses made by WNHT, we'd like to focus only on the spraying aspect.
a) Evidence:
Would Council please search again for evidence of this single billed event, in the form of:
- WNHT provided financial records (invoices, payments, banking transaction evidence, etc.)
- WCC auditing records (ie, sightings, etc. of council officers who sighted such and signed off on payments applied for)
- the flight plan *over Long Gully* for that event
b) Explanation:
a plausible explanation as to why the flight plan previously provided was not over Long Gully.
We also presume that if the above cannot be found, that WCC has since developed new records of conversations, instructions within WCC, as to what this means, and what to do about it. Specifically, we are interested in understanding what WCC plans to do about it.
c) Outcome:
Please provide all material that fits within the constraints of LGOIMA that provides insights into the event, or lack thereof, and WCC's investigation, conclusion, and actions it has or plans to take regarding this.
That's it for this request: we'll continue with other requests about WNHT's expenses separately, permitting WCC focus solely on the evidence and outcomes of the aerial drone spraying event that supposedly took place.
