Please provide copies of all documents held by Thames–Coromandel District Council since 1889 that concern or connect with:

Harataunga Land titles SA603/296, SA20B/844, SA39B/1000 and all predecessor or successor titles.

All resolutions, minutes, officer reports, and committee papers invoking or relying on the Public Works Act, including road/reserve declarations, takings, or road stoppings.

All resource and subdivision consents, consent notices, engineering approvals, and survey instructions relating to those titles.

Any documents or correspondence referencing 4 Vernon Street, Papakura or the Papakura Borough Council special loan resolution of 23 July 1968.

All correspondence, agreements, or memoranda with LINZ, Māori Land Court, Ministers, or the Hauraki Māori Trust Board relating to the above.

Any rates, charges, or development contribution records applied to those parcels or unit titles.

Include all related index maps, registers, and audit logs.“All predecessor-council archives held by or for TCDC relating to the area (e.g., Coromandel/Thames County, Road Boards): minutes, engineer’s reports, road formation/realignment files, compensation ledgers.

All documents concerning the Goudie family and Papa Aroha: creation/use of unit titles, the legal effect of those units (what they evidence/reference/secure), and any licences/leases tied to the holiday camp/park.

I refer to your request for information dated 23/09/25 for copies of all
documents held by Thames-Coromandel District Council since 1889 that
concern or connect with Harataunga Land Titles SA603/296; SA20B/844,
SA39B/1000 and all predecessor or successor titles.
 
Council notes that Consent Information is available on our [1]Consent
tracker tool and current rating information is available on the [2]Online
Rating Information Database; in both cases these databases can be searched
by property address.
 
For the balance of your request, Council has several concerns about
processing this within 20 working days which are outlined below:
 
•       Council's records have been digitised since 2002, with some
information “backscanned” onto our document management system. To locate
the information of interest from 2002 to date, several different searches
would be required to manually isolate the information of interest. This
would include a search by property address. Council has located 2
addresses associated with the title references above but has been unable
to locate a physical address connected with SA20B/844. Council notes that
LINZ website provides some information on finding historic land records
and their land record search also shows prior references.
 
•       The paper archives are organised by Subjects and by Roads rather
than by title or property and there is limited ability to search these by
keyword. Council is therefore unable to isolate the historic files that
may contain the information you have requested. Thames County Council
Minute books are held dating from 1883 to 1974 and the Coromandel County
Minute book from 1948 to 1975. Council must adhere to the rules set by the
Chief Archivist regarding how we must manage and provide access to
archives, including the obligation to supervise public access. This means
that there would likely need to be a charge implemented for access to
archive information, depending on the amount of supervision time required.
 
•       You have requested information about specific families which is
likely to include a degree of personal information. However, no
documentation has been provided to demonstrate your authority to receive
such information. In addition, Council has searched one of the family
names, under which are numerous contact records. None of these have an
obvious connection to any Harataunga land title so Council was unable to
identify which specific contacts your request refers to.
 
•       You have also requested information about Papakura Borough
Council. Council is unsure why you believe this information to be held at
Thames Coromandel District Council
 
Council concludes that the time required to compile information in
relation to your request as currently framed would be excessive and
Council is unable to generate a time estimate for completion or likely
charge.
 
Council asks you to reconsider your request, taking into account that
Council has 20 working days to compile information. You may wish to refer
to the [3]Ombudsman Guide Making Official information requests: a guide
for requesters. Council is refusing your request as currently framed,
relying on section 17(f) of the LGOIMA, that the information requested
cannot be made available without substantial collation or research.
 
You have the right to seek an investigation and review by the Ombudsman of
