I refer to your reframed request for information dated 6 October 2025. Council considers
that the scope of this request remains substantial in nature, but has conducted searches to
the extent feasible, using considerable staff time.
1. Instrument-linked records
It is assumed that this aspect of your request relates to the instruments 7032934.1;
Instrument 7095691.1; Instrument H742994.1 specified below.
Council has thoroughly searched its electronic records using these instrument references as
keywords, and has located the below document which refers to Instrument H742994.1.

Council has searched our current minutes management system containing minutes from
2019-2024. Council has also made a focussed and thorough effort to review al minutes of
2006 up to the respective dates that Instruments 7032934.1 and 7095691.1 were registered,
searching al of the above terms; no records were located.
Final y, Council has reviewed archived minutes from 1 January 1987 up until the date that
instrument H742994.1 was registered. Please refer to appendix item 2 for the only minutes
located relating to Kennedy Bay Road /Harataunga land block locations.

3. Any Council minutes or correspondence between 1940–1980 in which the surnames
Hovel , Thwaites, Potae, or Goudie appear in relation to Harataunga or Kennedy Bay
lands, or in relation to the above instruments/titles.
As indicated in Council’s previous response, Thames County Council Minute books are held
dating from 1883 to 1974 and the Coromandel County Minute book from 1948 to 1975. In
accordance with the Public Records Act 2005 and Chief Archivist, Council is required to
provide access to the public as wel as to manage and supervise access to archival materials.
The charge to provide supervision is $78 per hour. Based on a sample review of the 1987
minute book, which was not indexed, it took approximately one hour to examine seven
months of entries. Because locating specific information requires skim-reading the entire
volume, reviewing 12 months of minutes is estimated to take around 1 hour and 45 minutes.

Council has not identified any development contributions linked to the properties associated
with Titles SA20B/844 and SA39B/1000. There for this aspect of your request is refused
relying on section 17(e), that the that the document al eged to contain the information
requested does not exist or, despite reasonable efforts to locate it, cannot be found.
