Consent for events on a residential rural property

Dear Auckland Council,
I would like to know if 111 Bethells Road Waitakere , that has a residential address, and sits in the waitakere heritage area, in a Significant ecological area,
Do they have a resource consent to hold training , and events , and school visits with buses bringing loads of people to the address , and taking them on tours into the wetlands, including kayak tours that boarders private properties ? Do they have to have the neighbour's consent to hold these functions ? This disturbs neighbour's right to private/peaceful enjoyment on their property’s ? As far as my research goes they would need a resource consent to hold such events and neighbour's consent to have kayak tours on private property ? Can you please inform the me if Matuku Trust that do not live in the residential property , (just use it for functions) have the correct consents. As far as i can see they have a residential property with no other consents.

This appears to be ‘Rural tourist and visitor activities’ which requires a
resource consent in the rural zones. There’s no resource consent for these
activities. If these activities were operated only 6 times in a year- it
will be considered as a temporary activity which is a permitted activity.
Neighbours consent- this decision can only be made when processing the
resource consent.

And please take into account this is a residential address in a rural area, in the waitakere heritage area , and the house is in a significant ecological area. Where the residential home does not hold any consents for this type of activity’s and buisness without the neighbors consent and resource consents of which i believe they do not have… Report states
As reported in the previous issue, Matuku link has been recognised on the world stage, we are celebrating with a week of open days from the 22nd - 30th of November with fun activities , daily tours , and informative displays . Discover our expo showcase, sharing the story of how a small community of volunteers transformed an old barn and wetland into an award winning education center ???
Learn about our ongoing conservation work, restoring habitats , and protecting threatened species .
Enjoy a cuppa and home bakin at our POP UP CAFE , browse our gift SHOP and connect with the dedicated volunteers and supporters ..
Daily tours - guided wetland tours and 11am and 1pm 5 dollars per person ?
This is a home not a buisness. None of the organization live in this home, instead it is turned into a shop a school for training and education teaching ? Bus loads of people arrive , and they take them on tours through private property’s in the wetlands that absolutely disturb the neighbors right of enjoyment and privacy . They do not have any neighbors consent to hold such an education center, with bus loads of people during the week and in weekends . this is not 6 times a year they hold events all year .
They have schools come out and camp and stay doing tours .
All of this with no resource consents, no consents for that many people parking and disturbing the neighbors. And no one living there in a residential house, that has been turned into a full education center with a shop and tours ? How has this been allowed all in a coastal area on a protected wetland in the waitakere heritage area , with no consents and no neighbors consents .
