Dear Official Information Requests,
Thanks for the response.
Regarding my question "I request information on what stage FENZ is at with procuring Type 4
appliances? With a large number of these coming up to or over 20 years old, what is
FENZ doing to replace these to ensure public confidence in their type 4 fleet?"
Your response doesn't really answer my question.
On the 17th of October 2023 FENZ stated "Work is underway to define the operational requirements
for the replacement Type 4’s."
Please clarify:
1. What stage the Type 4 project is at compared to 2 years ago.
2. Please provide copies of any documents regarding the plans for the Type 4 procurement that explains what has been decided or investigated to date.
3. What is FENZ expected service life of Type 4 appliances? (there are FENZ documents that state 20 years and 25 years for Type 4's, which is it?)
Yours sincerely,
HJ Wilson

Dear Fire and Emergency NZ,
Further to my previous request of November 2025.
You stated that you recently issued a RFI regarding Type 4 appliances with it closing on the 29th of October 2025.
Your 10 year plan states that the Type 4 aerial replacement is scheduled to be completed by FY 2028/29, that's just a few years away.
Please provide the following information as soon as possible:
1. All RFI supplier documents received from the request.
2. All subsequent FENZ reviews or internal documents regarding the received RFI's and / or plans for further action following this, including if the national number of Type 4's will be increased or decreased and where.
3. Any budget decisions or allocations regarding the Type 4 appliance procurement.
4. Do FENZ expect to meet their own plans to replace the Type 4 appliances by FY 2028/29? If so please provide clear documents to support this, including a schedule of replacement trucks. If not please provide documents or clear reasons that justify the delay when major funds have been spent on other non front line projects.
5. Who is ultimately accountable for delivering the fleet component of the 10-year plan within its stated timeframe? If the plan is not met, what are the defined consequences for those responsible?
Is there a formal accountability framework in place, or are delays simply absorbed through external explanations or internal excuses?
Is there a clear, public demand based prioritisation model that explains why one area progresses while another falls behind? i.e increased staff numbers since inception for executive and NHQ plus increased pay while the ELT provide substandard public honestly as documented in parliament, vs aged fleet, non crewed trucks and inadequate Firefighter recruits.
6. How many Type 4's are currently available as Aerial reliefs? and how many stations are currently missing (or out of FULL service) their Type 4?
7. Any written correspondence involving the ELT regarding Type 4's within the past 4 months which is: Media Releases, Media speeches, Media advice or General statements to all FENZ personal or the public.
Yours sincerely,
Harwood Wilson
