Dear Wellington City Council,
We request a tabular dataset listing all Wellington rural properties currently affected by Significant Natural Areas (SNAs), including each property's full rating valuation. Where available, please also include the percentage of the land area covered by SNAs.
We are aware that Council has previously produced a report outlining a proposed methodology for estimating the value of property lost due to SNA designation. However, we consider that methodology to be materially incomplete. Specifically, it fails to account for the practical implications of fragmented land use—such as the inability to construct access tracks through SNA patches to reach otherwise usable land beyond. This oversight results in a significant underestimation of the actual impact on land utility and development potential.
Accordingly, unless and until a more comprehensive valuation framework is developed and substantiated, we request that the Council use the full rating value of affected properties when assessing the impact of SNA designation, irrespective of the percentage of land area directly covered.
