As non-resident Settlor, I remind each office that the State and its agencies act as trustees over public confidence and trust property.
Where trustees exercise powers (such as censorship, prosecution, surveillance, or coronial authority), they must render a full account. Concealment or refusal is fraud upon that duty.

Attached are Official Information Act 1982 requests, each directed to your respective office. They are to be read as coordinated and complementary, reflecting your overlapping responsibilities as trustees.

I require each agency to:

Confirm receipt of the request.

Supply the information in full, or cite the precise statutory ground for any refusal.

Please treat the request as soon as possible, given the continuing significance of these events in New Zealand and abroad.

Privacy Invasion & Surveillance

The number of New Zealand residents whose electronic devices, communications, or online accounts were accessed, intercepted, or monitored by Police, SIS, or GCSB citing justification under the Christchurch events.

Any internal assessments or authorisations that permitted such invasions of privacy.

Charges & Supervision Orders

The total number of individuals charged, convicted, or placed under supervision in New Zealand for possession or dissemination of the Christchurch video.

Any records of review, verification, or forensic audit undertaken to confirm the authenticity of the video prior to those prosecutions or supervision orders.

Street Closures & Public Harassment

Reports, logs, or directives relating to the blocking of streets, armed police deployments, or public order actions carried out in the aftermath of the Christchurch events.

Any complaints or formal grievances lodged by members of the public alleging harassment, wrongful detention, or intimidation by officers acting under authority of the Christchurch events.

Forensic & Authenticity Assessments of the Video

Records of any analysis, review, or external advice received by GCSB regarding anomalies within the video attributed to the alleged offender, including but not limited to:

Individuals depicted lying on the floor apparently unharmed while texting on mobile phones during the alleged shooting;

Individuals shown with apparent bullet wounds who subsequently rose and walked away;

Other inconsistencies suggestive of editing, staging, simulation, or manipulation.

Foreign Intelligence Involvement

Reports or communications relating to the involvement or interest of Mossad, or any other foreign intelligence services, in the Christchurch events.

Any coordination with allied intelligence services (e.g., MI6, CIA, Five Eyes partners) regarding the Christchurch video or persons depicted therein.

Foreign Travel & Coordination

Records, briefings, or reports concerning foreign nationals entering New Zealand in the weeks preceding 15 March 2019, with specific reference to arrivals from Turkey and Israel.

Any records concerning the visit of John Podesta to New Zealand prior to the event.

Security Affiliations of Victims or Associates

Information held by GCSB regarding whether any individuals present at the Christchurch mosques on 15 March 2019 had prior connections with foreign or allied security or intelligence services, including work in conflict zones such as Syria.

Please provide all material in full unless a statutory ground for withholding applies, and cite the precise ground for each redaction or refusal.

This request is made in the public interest, to ensure the fiduciary duty of disclosure owed by the Crown to its people is met.

According to section 12(1) of the OIA, the following persons are eligible to make an OIA request:

(a) a New Zealand citizen; or
(b) a permanent resident of New Zealand; or
(c) a person who is in New Zealand; or
(d) a body corporate which is incorporated in New Zealand; or
(e) a body corporate which is incorporated outside New Zealand but which has a place of business in New Zealand.

Police is not legally obligated to release information under the OIA to someone who does not meet these requirements.

I am not a New Zealand Citizen, New Zealand is a polity, and people do not live inside a polity.
New Zealand company parliament are administrating upon my whenua taonga tukuiho, not the other way around.

I write further to my earlier OIA request regarding the video attributed to the Christchurch mosque events of 15 March 2019.

You have sought to narrow disclosure by requiring statutory “eligibility” under section 12 of the OIA. I remind you that the OIA is itself a fiduciary instrument, binding the Crown and its agencies to render account. To withhold disclosure by redefining eligibility is a fraud upon the power and a breach of trustee duty.
It is evident that the Christchurch mosque video has been handled as a state secret, with access denied to the public while prosecutions and sweeping measures were imposed in reliance upon it. Those measures included the removal of firearms from the population and the subsequent imposition of COVID-related controls. These follow-on effects have caused direct harm to myself and my family. I therefore place you on notice that, in equity, compensation will be sought for the wrongs suffered and for the misuse of trustee powers justified under this event.

To prosecute individuals (including my nephew) for possession of a fabricated video constitutes fraudulent concealment and breach of fiduciary duty.

I require disclosure in full, or precise statutory grounds for each refusal. Failure to disclose will stand as deliberate evidence of breach of trust.
