From: Lisa
Dear New Zealand Police,
As a resident of New Zealand I request all internal communications via email, meeting minutes, etc that relate to the Wellington Freedom protest between 22 February 2022 and 11 March 2022.
This should include, but not be limited to, all communications regarding
- ‘recruiting’ police to be in Wellington
- behaviour of protesters or police at the event
- opinions of protesters
- expectations of police behaviour while at protest
- concerns raised
Yours faithfully,
Lisa

Kia ora Lisa,
I refer to your request of 17 March 2022 under the Official Information
Act 1982 (OIA), for:
all internal communications via email, meeting minutes, etc that relate to
the Wellington Freedom protest between 22 February 2022 and 11 March 2022.
An initial email search indicates the volume of email correspondence that
is within scope of your request as it currently stands runs into the
thousands of items.
I therefore invite you to refine your request. You may wish, for example,
to narrow the time frame further, restrict the search to formal documents,
and/or identify specific correspondents.
If you do not refine your request it is likely Police will have to refuse
it under s 18(f) of the OIA, as the information requested cannot be made
available without substantial collation or research.
If you could respond on the above points by end of day Thursday 31 March
that would be greatly appreciated.
Kind regards,
Tobias Vandenberg

Dear Ministerial Services,
Thank you for the opportunity to refine my request.
Can you please provide the requested communications for the period 23 February and 2 March 2022 inclusive
Yours sincerely,
Lisa
From: Ministerial Services
New Zealand Police
Kia ora Lisa,
Thanks for clarifying.
Unfortunately, unless the topic and/or list of correspondents is also narrowed it is likely Police would still need to refuse the request as it currently stands. The operation in response to the protests at Parliament involved substantial numbers of Police staff, both directly and in support roles. The volume of correspondence relating to the protest as a whole across that period would still require substantial research to locate.
You may wish to indicate particular individuals with Police whose correspondence you are interested in. Alternatively, I would be happy to discuss this matter with you if you provide a contact phone number. You can provide the number to this address from a personal email, so it won't be published.
Kind regards,
Tobias Vandenberg
