Dear New Zealand Police,

Please provide the following

- Total number of police coming into Wellington to assist with the protests weekly - eg Total frontline offices in Wellington at 3 day intervals from February 15 to todays date
- Please provide the total number of different hotels they are staying at
- Please provide the cost of these hotels to the taxpayer and forecast costs going forward
- Please provide total number of agitators if any being paid for by NZ Police to aggravate the protestors - if this is not the case please state if any other agencies are funding agitators ie GCSB
- Alternatively if there aren't paid agitators please provide number of plain clothes officers infiltrating the protest on a daily basis
- Please provide any and all correspondence, emails, texts, phone transcripts, memos to include any and all correspondence between representatives of the Labour government to include Grant Robertson, Jacinder Ardern but not limited to these people and the NZ Police and directives from the government.

I refer to your request of 22 February 2022 under the Official Information
Act 1982 (OIA), which included a request for:

 

o any and all correspondence, emails, texts, phone transcripts, memos to
include any and all correspondence between representatives of the
Labour government to include Grant Robertson, Jacinder Ardern but not
limited to these people and the NZ Police and directives from the
government.

 

Section 12(2) of the OIA requires that the official information requested
must be specified with due particularity. In order for Police to proceed
with this part of your request, please provide clarification on the
following points:

o Who you consider to be a “representative of the Labour government.”
For example, are you referring only to Ministers?
o The subject matter of the correspondence you’re interested in. For
example, are you only requesting correspondence relating to the
protests you reference? Or to some specific aspect of the protests? Or
are you requesting all correspondence between the named parties
regardless of the subject matter?
o The date range of the correspondence you’re requesting.

 

If you could respond on the above points by Wednesday 9 March that would
be greatly appreciated.

I am specifically wanting directives provided to NZ Police by Trevor Mallard or his team who I understand was the point man - specifically relating to directives, strategies and how the protest was to be disbursed prior to the date the NZ Police forcefully went in.

I have been asked to advise you that Police requires an extension of time
in which to respond to your request, pursuant to section 15A(1) of the
Official Information Act 1982 (OIA). Specifically, section 15A(1)(b),
consultations necessary to make a decision on the request are such that a
proper response to the request cannot reasonably be made within the
original time limit.

 

Police requires until 11 April to provide a substantive response to your
request. We are endeavouring to provide this to you as soon as possible.

You have the right, under section 28(3) of the OIA, to make a complaint to
an Ombudsman about this extension.
