Dear Oranga Tamariki—Ministry for Children,

 

Child, Youth and Family (predecessor to Oranga Tamariki) commissioned an
independent consultant’s report on grievance procedures for children and
young persons in the Department’s residences. The report was authored by
Antoinette Hindle. The Hindle Report was released in July 2004.

 

The report is referred to (and excerpts provided) in an archived Youth
Court newsletter on the District Court's website:

Under the Official Information Act 1982, I request the following:

1. A copy of the Hindle Report (2004) on Grievance Processes in CYFS
residences by Antoinette Hindle.

2. An outline of what steps were taken by CYFS following the release of
the report to improve, streamline or modify grievance processes withing
CYFS residences for children and young people.

3. Any official policy documents relating to the grievance procedures
released in response to the independent report.
