Cost and nature of disposal and destruction of National Library books

Dear Department of Internal Affairs,
I wish to know how the overseas books that form part of the National Library collections are being disposed of. It was announced today that some 500,000 books in public ownership are to be "recycled".
1. what is the exact nature of the destruction? Are the books to be recycled, and if so, please detail the process involved and how the paper and other materials is to be reused.
2. Are the books headed to landfill? Are some of them going to landfill?
3. Releasing the cost of this operation is in the public interest. I wish to know the cost in dollar terms of this destruction of public property.
