Thank you for your request made under the Official Information Act 1982
(OIA), received 2 June 2025. You requested:

…the total value and number of tax refunds paid to individuals (ie, not
companies, trusts, etc) for the recent 2025 tax year, and the previous 4
years. 

We are seeking clarification of your request.  

Returns have not been filed by all individuals for the 2025 tax year.
Inland Revenue only hold partial figures for 2025 as some returns are not
due until 7 July, or until 31 March 2026 if there is an extension of time
arrangement. As figures updates daily, we recommend asking for these
figures after 31 March 2026 in order to have a more accurate
representation of the 2025 tax year.

Additionally, Inland Revenue has recently responded to an OIA request for
the number and value of individual income tax refunds issued for the 2019
to 2024 tax years (1 April to 31 March).

I have attached a copy of this response (with personal details redacted).

 

Can you please confirm if you are happy to withdraw part of your request
for the 2025 tax year, and if the response attached sufficiently covers
the previous four tax years?

We look forward to hearing from you as soon as possible so that we can
provide you with a timely response.

Dear Melissa,

I am particularly interested in the 2025 figure. The other years are more for context - but my thanks for sending those through.

I am content to have this request for the 2025 figures delayed until a reasonable time after 7 July, and for the 2025 figures to be "provisional" (as I assume the number of extensions will be relatively small).

Please let me know what date would be reasonable for you to complete the request including the returns submitted up to 7 July 2025.

Thank you for your reply.

I have checked with the business area responsible for providing this data, and for figures up to and including 7 July 2025, we would look at extending your request by 10 working days (15 July 2025 ) from your original due date of 1 July 2025 to ensure we can collate the data. This also includes having the data go through a QA process and putting together the response.

Can you confirm this is sufficient, and if so, I will provide the formal extension letter and clarify your request to be for the following:
The total value and number of tax refunds paid to individuals (ie, not companies, trusts, etc) for the 2025 tax year (up to and including the 7 July 2025).
