On 24 June 2025, we provided a list of projects that fall within scope of your request and asked you to 
refine your request to a manageable level. As we have not received a response from you, I am 
refusing your request under section 18(f) of the Act as the information requested cannot be made 
available without substantial collation or research.  
 
However, to provide reasonable assistance, please find Attachment 1 – OIA-18484 Response which 
contains publicly available information relevant to your request. Please note that some final costs are 
not yet available. 
 
In addition to the above information, I would like to confirm that NZTA does not apply lean methods in 
our construction projects. 
 
Under section 28 of the Act, you have the right to ask the Ombudsman to review my decision to refuse
