of the Unite Against COVID-19 campaign. The Department of the Prime
Minister and Cabinet has informed the Ministry that should you want

response. If you could please clarify your request, that would be much
appreciated.

Further to the email sent on 14 May 2025, the Ministry would like to
clarify your request to ensure the provision of an accurate and timely
response.

 

For further context, the Department of Prime Minister and Cabinet held
primary responsibility for advertising and public communication regarding
COVID 19. For your reference, please refer to this publicly available
response to a previous request for information:

The Ministry queried a transfer of your initial request to the the
Department of Prime Minister and Cabinet, however as your initial request
specifically referenced the Ministry of Health, they were unable to accept
the transfer. The Ministry is seeking further clarification regarding the
scope of your request. 

 

While you noted in your response to our email on 14 April 2025 you are
"requesting a copy of the advertising briefs sent to advertising agencies
or media companies for Covid 19’vaccination adverts. I request the briefs
for print, radio, YouTube videos and television adverts as well as
Facebook" you have not specified if this is in relation to just the
Ministry of health, as noted in your initial request, or if you have
clarified the scope of the request to be any and/or all information held
in relation Covid 19 vaccination adverts.

Thank you for your request under the Official Information Act 1982 (the
Act) to the Ministry of Health – Manatū Hauora (the Ministry) on 1 May
2025 for information regarding COVID-19 vaccination adverts. You
requested:    

   

...a copy of the advertising briefs sent to advertising agencies or media

adverts as well as Facebook. 

On 14 May 202, the Ministry contacted you to clarify your request, noting
that: 

Regarding your request for official information, it is to our knowledge
that the Department of the Prime Minister and Cabinet led the development
of the Unite Against COVID-19 campaign. The Department of the Prime
Minister and Cabinet (DPMC) has informed the Ministry that should you want
any/all briefs then they would be more than happy to provide you with a
response. If you could please clarify your request, that would be much
appreciated.  
   

On 14 May 2025, you responded with: 

 

I am requesting a copy of the advertising briefs sent to advertising
agencies or media companies for Covid 19’vaccination adverts. 
 
I request the briefs for print, radio, YouTube videos and television
adverts as well as Facebook... 

 

On 27 May 2025, the Ministry sent a further email to clarify your request
to ensure the provision of an accurate and timely response. The Ministry
advised:  

 

“...For further context, the Department of Prime Minister and Cabinet held

responsibility for advertising and public communications as related to
COVID-19. The Ministry would like to refer you to the publicly available

As we have not heard back from you in relation to our email on 27 May
2025, the Ministry at this moment has nothing further to add. However, the
Ministry is open to working with a new refined request and advises you may
