Hi there,
Under the Local Government Official Information and Meetings Act, I’m requesting information on Eke Panuku’s spending on external contractors and consultants between 1 January 2023 and 31 December 2024.
Please provide:
(1) A list of all individuals or companies paid for professional or consultancy services during this period. For each:
- Name of the supplier;
- Description of the services provided;
- Total amount paid;
- The project, programme, or internal workstream involved;
- Whether the work was procured through open tender, closed process, or direct appointment.
(2) Any internal or summary documentation that tracks or categorises consultancy and contractor expenditure for that period.
I’m particularly interested in engagements involving strategy, engagement, placemaking, communications, or similar advisory work. Please provide the information in an electronic format.

Kia ora Sean,
I would like to let you know that we are requiring more time to respond to
your request.
Auckland Council is extending the time limit for responding to your
request under section 14 of the Local Government Official Information and
Meetings Act 1987 (LGOIMA). We will reply to your request by 25 May 2025
.. Please note this is a maximum response time and we will endeavour to
respond sooner.
The reason for this extension is:
- The request is for a large quantity of official information or
necessitates a search through a large quantity of information and meeting
the original time limit would unreasonably interfere with the operations
of the local authority
Further to the above, Eke Panuku is currently undergoing a significant
restructure, which has impacted our usual operations and response times.
We understand how important your request is, and I assure you that we are
working diligently to address it as soon as possible. I apologize for any
inconvenience this delay may cause and truly appreciate your patience and
understanding during this transitional period.
Please note you have the right to request a review of this extension from
the Ombudsman.

As you are likely aware, Panuku has been disestablished, and amidst this
process, your request was unfortunately overlooked.
Currently, I am working diligently to gather the information you
requested. However, before we proceed, I need to clarify a few points to
ensure we provide you with the most accurate information.
You mentioned consultants and contractors in your request. To better
address your needs, could you please specify if you want us to include
contractors such as HEP Construction, who deliver multimillion-dollar
construction contracts, and other professionals we engage for substantial
capital contracts like architects and project managers? Or should we focus
solely on the types of consultants you initially mentioned?
Additionally, regarding the services, are we considering consultants and
contractors who perform tasks specifically on behalf of Panuku as well?
For example, we have contracting communications staff through Madison
Recruitment and consultants employed to perform services as if they were
EP staff.
Your clarification on these points will greatly assist us in providing you
with the precise information you need.
