Methodology behind wanting the Intercity Bus 'Depot' at Manukau Transport Interchange

Dear Auckland Transport,

In light of the current Auckland Transport Board August Agenda - Item 8 Business Report which states:

"Manukau Bus-Train Interchange: The contract design scope for this project has varied by negotiation to increase the capacity of the interchange from 16 bays to 25 bays (23 bays for services and 2 layover bays for buses. The increase is to accommodate the shift of Inter-city and other coach operators bus stop from the CBD. The current programme estimates construction completion in August 2017."

I have the following questions:

1) What do you mean "shift of Inter-city and other coach operators bus stop from the CBD?" Are you moving the operations out of the City Centre and to Manukau City Centre as their base point for origin and terminating journeys in and out of Auckland

2) Why are you doing this rather than facilitating the inter-city operations at the Britomart Precinct either pre or post CRL construction? Thus the methodology moving the inter city operations to Manukau

3) How would inter city operations from north of Auckland work if the inter city depot was to be moved to Manukau

4) How does moving the inter city base of operations from the CBD to Manukau work in with the following questions asked by resolution of the Otara-Papatoetoe Local Board:

That the Ōtara-Papatoetoe Local Board:

a) receives the Auckland Transport monthly report for August 2015.

c) request that Auckland Transport and Auckland Council Property Ltd incorporate residential accommodation options to the airspace above the Manukau bus interchange (lot 59) for the board to consider.

d) note the long-term plan 2015- 2025 identified Manukau metropolitan centre as a key priority area to improve public transport and quality urban living. Future proofing the bus terminal by investing in these areas will drive positive environmental, economic and social outcomes for Auckland and local areas.

e) request Auckland Transport and Auckland Council Property Ltd identify opportunities in the long-term plan to improve the linkages to local amenities to the bus terminal interchange, such as Putney Way and local retail stores.

5) And in light of 4c how will Auckland Transport mitigate any reverse sensitivity effects from parked buses at the interchange if residential apartments were to be built above it?
