Replace outdated flood model predictions on the current floor levels map.

Kate Lee made this Official Information request to Christchurch City Council

Response to this request is delayed. By law, Christchurch City Council should normally have responded promptly and by (details and exceptions)

From: Kate Lee

Dear Christchurch City Council,

I would like to request that the new hydraulic map of 1/10 year 1/50 year and 1/200 year flooding prediction in Christchurch held by the Stormwater and Waterways Asset Planning Team is made public.

Ideally this could be done as updated layers on the floor levels map, but if this is not possible, or requires too much work, to make it available as-is in a raw data shapefile format, or any geospatial format that is easiest to provide.

Yours faithfully,

Kate Lee

Kia ora Jess,

Thank you for your swift response and for clarifying the legal framework. Please allow me to re-frame this as an OIA.

Can you please send me the new hydraulic map of 1/10 year 1/50 year and 1/200 year flooding prediction in Christchurch held by the Stormwater and Waterways Asset Planning Team in any geospatial format along with the technical report associated with it.

I can create a separate request if that is your preference.

Kind regards,

Kate Lee

Kia ora Kate,

Apologies for the delay in the response.

This request is still in process and we anticipate getting it to you
within the 20 working days (20 May 2025).

Apologies for the delay in this response, however most relevant staff were
pulled out of business as usual for the previous weeks due to the recently
ended state of emergency. At this point we do not anticipate that this
will require any further extensions in completing your request within a
regular timeframe.

Tçnâ koe Kate,

On 19 April 2025, you requested the following information, under the Local
Government Official Information and Meetings Act 1987 (LGOIMA):

Can you please send me the new hydraulic map of 1/10 year 1/50 year and
1/200 year flooding prediction in Christchurch held by the Stormwater and
Waterways Asset Planning Team in any geospatial format along with the
technical report associated with it.

As part of our ongoing flood modelling programme, staff are building
comprehensive flood models for the city's major urban catchments. This
will support the creation of standardised flood extent maps suitable for
publication.

Christchurch City Council is currently developing updated flood maps for
the 1-in-50, and 1-in-200 year storm events and a new map for the 1-in-10
year storm events. However, the consolidated maps are still in development
and not yet available. The reports associated with the mapping will become
available when the mapping is completed. Due to this we will be declining
your request under section 17(d) the information requested is or will soon
be publicly available.

You have the right to ask the Ombudsman to investigate and review our
decision. Complaints can be sent by email to
[1][email address].

Publication of responses to LGOIMA requests

Please note: our LGOIMA responses may be published on the Christchurch
City Council website a month after they have been responded to, with
requesters’ personal details withheld. If you have any concerns about
this, please contact the Official Information team on
[2][Christchurch City Council request email].

Kia ora Jess,

I am delighted to hear that the Stormwater and Waterways Asset Planning Team are planning to publish the standardised flood extent maps soon along with the technical reports. As outlined as best practice for section 17(d) in the Ombudsman's guide*, would you mind letting me know exactly where and when in the next three months these are planned to be published?

Nga mihi,

Kate Lee
