Dear Richmond Road School,

1) I received invoices totallying $448.00 for my official information act requests. despite the quantities of the requests remaining the same (1) the amounts of these invoiced are wide and varied. In order to allow true payment, if the Ombudsman deems this legal, I would like a full breakdown of how these values were reached.

2) You have stated that the full cost of Jonathan Ramsay's trip to Spain has not yet been determined. I await the full and complete amount as soon as this becomes available to you.

3) For 2014 you note the total on legal expenses to be $2339.00.
For 2015 you state excess payable per claim is $2500.00. In 2015 how many claims have been made thus far? What is the total amount accrued thus far?
What are the foreseen expenses to come given the court date set in September?

4) You state FTTE entitlement is for the school in it's entirety and yet in the NZERA Determination:
"TWW was said to have been overstaffed by around 0.8 of a fulltime position
at the time of her dismissal. As a result of what Ms Loheni called “the politics
” around TWW, enrolments had fallen with a consequent effect on its funding
entitlements. According to the Board, reinstatement of Ms Pile would create further
debt for the school (if she was paid from the Ministry payroll)"
What justification is there for TWW loosing teachers over other roopu, who are also known to be overstaffed?

The Ministry of Justice guidelines for charging for OIA requests can be found here:

If the charges are in excess of this, then I recommend going to the Ombudsman.

The deposit required in this instance would be $78.00 to action request items 3 & 4. We will await your instruction. Once receiving your instruction we will invoice you for payment.

16 July: no charge as under an hour of work
10 July: $38 per half hour
29 June: $38 per half hour
5 July: no charge as under an hour of work
8 July: no charge as under an hour of work
8 May: 57 sheets at 20 cents, $38 per half hour
17 March: 95 sheets at 20 cents, 4 hours at $38 per half hour [note this OIA took between 10-12 hours to complete and you have not been charged the full cost].

Dear Richmond Road School,
I have paid deposit of $78 today, despite there being no invoice provided as to how much I can expect the full cost to be. Please ensure the invoice for this request includes itemisation of how the full value has been determined. This will be useful when having further discussion with the Ombudsman about costs and whether or not the excessive charges are true or have been fabricated to act as a disincentive to request information.

Also in the interest of saving costs (and trees) on photocopying, I am very happy to receive information electronically, most toshiba copiers also have the capacity to scan, and the labour is equal to photocopying.

Dear Richmond Road School,

I am still awaiting electronic replies, as you have my email address, to the questions:

1) What is the EXACT amount of money paid by Richmond Road School for legal fees in this year 2015? And What are the projected legal costs for 2015, given the upcoming court case?

You have 1 week to provide the EXACT amount of legal expenses for 2015 or a complaint will be forwarded to the Ombudsman. Previous discussions as to the excessive charges for Information, as charged by the school will be included in the complaint. It is becoming clear that exorbitant charges are a tool being used by the Principal and the Board of Trustees to restrict information access.

2) By now there has been more than ample time to finalise the total amount spent on Jonathan Ramsay's trip to Spain. And so you must also provide the EXACT and FULL amount contributed to this trip by The Board of Trustees.

If you fail to provide this information the Ombudsman will be informed.
