Mameroa David made this Official Information request to Richmond Road School
The request was refused by Richmond Road School.
From: Mameroa David
Dear Richmond Road School,
MLP Budget- specific and exact expenditure
The Ministry of Education has provided these exact figures for Maori Language Proficiency Funding for Richmond Road School:

I wish to know the EXACT and SPECIFIC details as to how the MLP funding was spent in 2014 and 2015
How much was used to pay teacher salaries?
Of these salaries EXACTLY how much was used for permanent (i.e. NOT additional staffing or fixed term contract teachers) teaching hours?
How much was used to pay fixed term contract salaries?
Was MLP funding used to pay Teacher Aide salary?
How much of MLP went toward payment of activities for the year?
Name these activities SPECIFICALLY:
How much of the MLP went toward resources?
Name each of the resources SPECIFICALLY:
Has any MLP funding been used for expenses outside of Te Whanau Whariki?
IN Case of Debts show EXACTLY and SPECIFICALLY how these debts were determined
I wish to know how every dollar of the MLP Funding in 2014 and 2015 has been spent.
Wads of nonspecific accounts are UNACCEPTABLE. Inability to itemise expenditure EXACTLY and SPECIFICALLY will convey gross mismanagement of government funding
Yours faithfully,
Mameroa David

Dear Richmond Road School,
The School continues to refuse to reply electronically, despite all requests being received via this website.
Their reply was sent by mail and basically says that the information requested in this OIArequest is too difficult to collate. The School uses Xero Accounting Software, which means these figures should be easily obtained at the touch of a button.
This is the second attempt I have made to obtain this information. Previously my request was not so specific and the school forwarded a pile of nonspecific documents and charged me for them. It is becoming clear that the Board of Trustees, lead by the Chairperson, Agnes Loheni is concealing this information.
I am in discussion with the Ombudsman to determine how I can obtain this information, especially given I am doing so on behalf of Te Whanau Whariki Komiti, who for more than 2years now have tried to clarify how Te Reo Special funding is being spent. At this time the most likely reason for MLP overspending is the misallocation of MLP funding to pay teachers' salaries, which should actually come from the schools salary budget.
Throughout Agnes Loheni's time on the Board, funds mismanagement has been a common theme overall. They, The Board of Trustees, have chosen to blame previous Board, but with a growing surplus, it is becoming obvious that funds are being withheld at the cost of resources and teaching staff throughout the school.
Lastly it is also unclear if all the Board are aware of this correspondence or if Jonthan Ramsay and Agnes Loheni are the sole recipients and not passing on to othe Board members.
Yours faithfully,
Mameroa David
