I am writing to request, under the Official Information Act, information on the factors considered when setting New Zealand's annual residency targets. Specifically, I would like to know:

1. Whether New Zealand's current unemployment rates are taken into account when determining residency targets.
2. Whether the number of new building consents, relative to New Zealand’s net total population growth, is considered to prevent further strain on the housing market.
3. How these factors are balanced to ensure that house prices do not rise disproportionately and that New Zealanders are not further disadvantaged in terms of housing affordability and the ability to raise families.

Dear Minister Erica Stanford,

Thank you for your explanation and response to my request.

To clarify, is it correct to say that New Zealand no longer has yearly fixed targets or caps, aside from the basic settings for individual applicant categories, to regulate the overall number of migrants granted residency each year? If so, how does the government fulfill its obligations under both domestic law and international human rights frameworks, such as the International Covenant on Economic, Social and Cultural Rights (ICESCR), particularly with respect to the right to adequate housing, healthcare, and other essential services, if there is no strategic planning or control over population growth?
Is it National Party policy not to actively manage population growth in relation to infrastructure and housing? Could you please direct me to the specific policies on this matter and clarify the National Party's position regarding the target population for New Zealand?
