Does the council engage the services of Canvasland?

Dear Horowhenua District Council,

I would like to know if the council pays for any services provided by Canvasland and whether that constitutes a conflict of interest given that it's owned my the mayor.
I also would like to know if such services are tendered or quoted for, or if the council just gets a business they know of to provide goods or services without obtaining quotes first.
