If on the other hand they haven't been keeping minutes, then (aside from probably being in breach of the Public Records Act) they need to write down what they recall. OIA/LGOIMA does apply to information in people's heads.

If the board is appointed by the council, they're a CCO and covered directly by LGOIMA.
If the three members who are councillors are on the board because they are councillors, then the information they hold is deemed to be held by the council under s2(4) LGOIMA.
