From: Anne Alkema
Dear KiwiRail,
As a representative of the Manor Park and Haywards Residents Community Incorporate I request information on any correspondence and discussions KiwiRail has had in relation to the proposed industrial business park development at Benmore Crescent, Manor Park, Lower Hutt. This includes any resource consent applications and approvals; impacts/considerations to the rail corridor; proposed changes to the level crossing on Manor Park Road; the potential acquisition of KiwiRail land to accommodate potential changes; and widening of the access ramp into Manor Park.
Note this request was first lodged on April 23, 2024 with a response promised by May 22, 2024. No information has been forthcoming.
Yours faithfully,
Dr Anne Alkema

Kia ora KiwiRail,
Can you please let me know when you are likely to respond to the OIA request lodged on October 7, 2024? This should have been responded to by November 5, 2024.
Yours faithfully,
Dr Anne Alkema

KiwiRail
Good afternoon Anne
Apologies, it seems we are having issues with responding to FYI.org requests.
Please find our response below.
I have checked in with our property team, and KiwiRail has been involved with the project in relation to the level crossing.
There is no direct access to the subject site via the railway, and no railway land will be disposed of.
However, as noted there is an existing level crossing over Manor Park Road and development of the site could result in increased traffic and pedestrian movements over this level crossing.
Therefore, a level crossing safety study was carried out - primarily by an independent assessor (i.e. not KiwiRail) and KiwiRail provided input via an online meeting on 13 April 2022.
A further assessment was required (what is known as a So Far as Reasonably Practical assessment) and this was signed off by KiwiRail in late2022
The resulting assessments are publicly available as part of the updated consent applications and can be found here - page 207 onwards

Apologies again for the delay.
Kind regards
Dave
