Dear Ministry of Social Development,
The web page on the ministry's website accompanying its 2006 research report on youth gangs in Counties Manakau includes a picture of two presumably young people wearing ripped, black jeans and black boots. The web page can be found at this link: https://www.msd.govt.nz/about-msd-and-ou....
The image was uploaded under the title "young-people-legs1.jpg". I would like any information on the origin of this picture and why it was selected for this purpose, particularly any correspondence within the agency ministry about the picture or documents relating to it.
