Current lists of gangs and organised criminal groups + criteria used to classify these

Kitty made this Official Information request to New Zealand Police

This request has an unknown status. We're waiting for Kitty to read recent responses and update the status.

From: Kitty

Kia ora New Zealand Police,

I am seeking the following information:

1. The current National Gang List held by the Gang Harm Insights Centre (either January 2024 or February 2024, whichever month falls into the latest 2 month cycle that it was updated).

2 (a). The criteria used by the GHIC to classify organisations, associations, or groups of persons as gangs, for inclusion on the National Gang List. If and where these criteria differ from those outlined in section 4A or section 5 of the Prohibition of Gang Insignia in Government Premises Act 2013, and/or section 98A(2) of the Crimes Act 1961, please specify these criteria.

2 (b). If the NGL is updated by means other than secondary legislation to the Prohibition of Gang Insignia in Government Premises Act 2013, please clarify this process and the parties that are involved in the classification of new groups as gangs.

3 (a). A current list of organised criminal groups held by Police and/or relevant agencies for the practical purposes of policing, pursuant to the enforcement of the Crimes Act 1961 and other legislation which references the definition laid out in section 98A(2).

3 (b). Clarification as to which parties are responsible for the classification of groups as organised criminal groups.

Please note that in the interest of fufilling privacy obligations, I am not enquiring about potential gangs or organised criminals groups with a recorded membership of less than 10 people. I am also not enquiring about the identities of individuals responsible for the classification of these groups (unless the individual holds a notable position, such as Minister of Police) - the relevant agency or unit would be fine.

If any part of my request is unclear, please don't hesitate to contact me. If any of the information that I have requested is unavailable or would be difficult to retrieve, but similar information might be readily available, I would be happy to discuss altering or refining my request.

Ngā mihi,

Kitty
