I refer to your official information request received on 2 October 2024
for the amount of funding to Palmydrag.com & Palmy Drag Fest 2024.
Our response
Q1. Kindly supply how much was given to Palmydrag.com as either a donation
or a grant?
Palmy Drag Fest applied and received a grant from the Council’s [1]Major
Event Fund. Palmy Drag Limited applied for multiyear funding and has been
granted $30,000 in 2024, $20,000 in 2025 and $15,000 in 2026. Their
continued funding in dependant on post event reporting to ensure their
proposed economic benefit to the city is accurate and measured
appropriately.
Q2. Kindly supply who was granted or donated this if so and who signed off
the money?
Grant funding is confirmed and allocated under delegation by the Head of
Events. The assessment of the fund is undertaken by a panel consisting of
two council officers and one [2]CEDA (Central Economic Development Agency)
representative. This panel makes recommendations for funding allocations.
The applicant is the event producer, Palmy Drag Limited.
Q3. Kindly supply the minutes of the meeting to discuss the palmydrag
event being held on Saturday 5th October?
As the funding is allocated by an assessment panel via online Smarty
Grants platform, no minutes are available. The application form for this
fund is attached for reference, further information is available on our
website: [3]Major Events Fund | Palmerston North City Council
The Major Events Grant is part of the funding allocated by Elected Members
to [4]community funding. Minutes and meeting recording are all available
on our website: [5]Council meetings | Palmerston North City Council
Q4. Are any funding of drag shows in the annual or long term plans?
No dedicated funding for Drag Shows has been confirmed in the current Long
Term Plan.
Q5. Is there any plans for funding other drag shows in Palmerston North?
Council’s external event funding is contestable. Any new project would
need to apply and follow process to be assessed against assessment
criteria. There are no explicit exclusions for drag shows in council’s
[6]Support and Funding Policy. If a new project applied that included
drag, that would be assessed based on the proposed outcomes the event aims
to achieve.
Q6. Is any funding of Palmydrag.com a yearly or multi yearly funding?
As outlined in our answer to Question 1 above – Palmy Drag Limited has
been granted multiyear funding for the event Palmy Drag Fest. The funding
is only to be used for delivery of Palmy Drag Fest and no other projects
or work the organisation undertakes.
You have the right to seek an investigation and review by the Ombudsman of
this decision. Information about how to make a complaint is available at
