Thank you for your Official Information Act (OIA) request received on 5
August 2024 seeking all papers & documents pertaining to the contract NZ
Government (Labour Govt at the time) signed with Pfizer min regard to the
Covid 19 injections.

I am emailing you to discuss your request, as currently your request
appears to be broad in scope. This means that it could likely be refused
under section 18(f) of the Official Information Act as substantial manual
collation may be required to provide the information requested. As such,
we would like to engage with you on refining the request to understand
what specific information you are interested in receiving.

If you are requesting the actual contract between Pfizer and the New
Zealand Government for COVID-19 vaccines, this would be refused under
sections 9(2)(b)(ii), 9(2)(ba)(ii) and 9(2)(c) of the Official Information
Act, as per the Ombudsman’s ruling. You can find more information about
the Ombudsman’s final decision on 18 June 2023 about the contracts at
[1]Chief Ombudsman’s opinion on OIA complaints about the refusal of
Covid-19 vaccine contracts | Ombudsman New Zealand.

If you are interested in more detail about the COVID-19 vaccine
procurement process and the nature of the commitments made by the
Government across all the contracts, you can read the summary statement
developed by the Ministry of Health, Pharmac, and Treasury. You can find
this here: [2]Summary statement of New Zealand COVID-19 vaccine
procurement process and contracts with suppliers | Ministry of Health NZ.

provides all the information you require or if you still wish to proceed
with your OIA request.  If you wish to proceed, I would like to suggest
refining your OIA request so we are able to make the proper considerations
on the information you are seeking. I recommend refining your request, for
example by providing a timeframe for the information sought or limiting
the request to a specific type of documents e.g formal briefings.

Please note that once you have amended or clarified your request, under
section 15(1AA) of the Official Information Act, the Ministry may treat
