Information required for the dog control review

Dear Dunedin City Council,

These requests arise from the proposal to limit the number of dogs in public spaces.

Could you please provide:

a) The number of owners that have six or more dogs, and the number that are not owners of working dogs.

b) The known or estimated number of paid dog walkers, and the number or estimated number that regularly walk six or more dogs at a time.

c) The number and nature of incidents involving walkers with six or more dogs in the last five years, the location and nature of those incidents, and whether the walker was a paid dog walker.

d) The reasons, including any relevant evidence, for setting the maximum number of six dogs being walked at a time, with a maximum of two off leash.

This information is required to consider the proposal and make an informed submission. The absence of the information will prevent that occurring and negatively impact the credibility of the consultation. Accordingly please provide the information with urgency pursuant to s 10 of the LGOIMA.

Dear Dunedin City Council,

These requests arise from the proposal to limit the number of dogs in
public spaces.

Could you please provide:

a) The number of owners that have six or more dogs, and the number that
are not owners of working dogs.

 

There are 60 dog owners who have 6 dogs or more.  Of these 24 are owners
of non-working dogs.

 

b) The known or estimated number of paid dog walkers, and the number or
estimated number that regularly walk six or more dogs at a time.

 

The Council does not hold this information and therefore pursuant to 17(e)
of LGOIMA that the document alleged to contain the information requested
does not exist or, despite reasonable efforts to locate it, cannot be
found.

c) The number and nature of incidents involving walkers with six or more
dogs in the last five years, the location and nature of those incidents,
and whether the walker was a paid dog walker.

 

To provide this information the Council would need to review every
incident that the Animal Control Officers have been involved in, and
therefore pursuant to section 17 (g) of LGOIMA, that the information
requested cannot be made available without substantial collation or
research, your request is declined.

 

d) The reasons, including any relevant evidence, for setting the maximum
number of six dogs being walked at a time, with a maximum of two off
leash.

 

Our proposal was informed by issues raised over several years and in the
early engagement carried out in November 2023.  A link to our engagement
feedback can be found at [4]Dog Control Bylaw and Policy - Early
engagement - Dunedin City Council.  The proposal was also based on other
Council’s bylaws i.e. Tauranga City Council and Wellington City Council.

 

As we have declined to provide some information you are advised that you
have the right to seek a review by the Office of the Ombudsman.
