I am seeking information about the highest needs review

From commencement of the review till now, broken down by year, or quarterly if possible, on how much money has the MoE spent on the highest needs review. Please include:
- Cost of MoE Staffing (including any contractors)
- Staff travel costs including transportation, accommodation, meeting rooms costs, and any meal allowances etc
- total contract spend for any work associated with this work, including reports and reviews
- costs relating to the reference group (including accommodations, flight and travel, etc)
- any briefings to Ministers or senior leaders about the review and/ or it's progress

OIA: 1327385 – Highest Needs Review costings

 

Thank you for your email of 21 April 2024 to the Ministry of Education
(the Ministry) requesting the following information relating to the
Highest Needs Review:

 

From commencement of the review till now, broken down by year, or
quarterly if possible, on how much has the MoE spent on the highest needs
review. Please include:

 

1.         Cost of MoE Staffing (including any contractors)

2.         Staff travel costs including transportation, accommodation,
meeting rooms costs, and any meal allowances etc

3.         Total contract spend for any work associated with this work,
including reports and reviews

4.         Costs relating to the reference group (including
accommodations, flight and travel, etc)

5.         Any briefings to the Ministers or senior leaders about the
review and/or its progress

 

Your request has been considered under the Official Information Act 1982
(the Act).

 

Regarding questions one to four of your request, the total costs for the
Highest Needs Review (HNR) are set out by financial year. The total cost
for the HNR in the 2021/22 Financial Year totals to $851,726. The
breakdown of this cost is set out as follows:

 

o Ministry staffing cost - $408,174
o Advisory Group travel - $9,846
o Ministry of Education staff travel - $9,576
o Highest Needs Review Team IT Recharges - $531
o Contractor cost - $275,180
o Highest Needs Review Consulting - $148,419

 

Given this review had concluded in November 2022, we are able to provide
you with the remaining total figure of the costs in the 2022/23 Financial
Year, up until the conclusion date. This amount totals to $384,984. The
Ministry is preparing its’ year end and budgets for the 2022/23 Annual
Review release. We are partially refusing questions one to four of your
request for a breakdown of the 2022/23 total in accordance with section
18(f) of the Act, as the information requested cannot be made without
substantial collation or research.

 

With regard to question five of your request, the Ministry’s Senior
Leaders are known as the Hautû. There have been no internal briefings that
were addressed to the Hautû for review and sign out. All briefings that
were addressed to the Minister were prepared by the Ministry, and had gone
through the Hautû for final review before progressing to the Minister. All
relevant briefings and other advice in scope are found on the Ministry’s

I am therefore refusing this part of your request under section 18(d) of
the Act, as the information requested is publicly available.
