Please provide the following information in relation to the school zone at Rewa Rewa School and the occupancy of Resource Teachers: Learning and Behaviour (‘RTLB’) Service located at Rewa Rewa School:
1)	All correspondence, documentation, txt messages, and diary data between the Minster, Ministry officials, RTLB, and opposition MPs in the last five years regarding the location of RTLB at Rewa Rewa School including:

a)	Discussions around what sites are available for relocation;
b)	Visits to potential new host sites;
c)	Expenditure; and
d)	Views of the local community.

Your request has been considered under the Official Information Act 1982
 (the Act).
 
We have undertaken an initial IT search with a refined search of the last
 12 months to determine the number of items potentially in scope. The
 initial search resulted in approximately 13,000 results.
 
Therefore, your request as currently worded would likely be refused under
 section 18(f) of the Act, as the information cannot be made available
 without substantial research and collation.
 
In the hope that we may be able to avoid refusing your request, we would
 like to ask you to refine your request. As currently worded, we are unable
 to identify specific information to assist in this process.
 
However, if you could provide any specific information you are interested
 in such as a defined period of time or a key decision or meeting it would
 enable us to find the information most relevant to your request.

Thank you for your reply and initial investigation. I have clarified the requests below which all relate to two issues: (1) the school zone at Rewa Rewa School, and (2) the occupancy of Resource Teachers: Learning and Behaviour (‘RTLB’) Service located at Rewa Rewa School. I have broken the requests into two issues and provided additional information and date ranges for key word searches to aid in your investigation. Further, to assist with your collation of information, the Ministry officials who have been involved in these discussions include Te Rangipai Renata, Sonia Dian, Kathryn Yorke, Ellen Tanner, Di Drake, Jay Barr, and Alana McCorry.
Issue 1: The school zone at Rewa Rewa School
We are requesting all correspondence, documentation, txt messages, and diary data between the Minster, Ministry officials, RTLB, and opposition MPs relating to:
-	Any proposed zoning changes in the Newlands/Paparangi primary school catchment area in 2023/2024. 
o	These enrolment zones would effect Rewa Rewa School, Newlands School, Paparangi School, and Bellvue School. 
-	Any changes to the enrolment zone of Rewa Rewa School specifically relating to:
o	Limiting the existing school/enrolments zone in scope.
o	The population data and population projections underpinning these discussions and decisions.
o	Any local community views or investigation on any changes to Rewa Rewa School’s enrolment zone. 
Issue 2: The occupancy of Resource Teachers: Learning and Behaviour (‘RTLB’) Service located at Rewa Rewa School.
We are requesting all correspondence, documentation, txt messages, and diary data between the Minster, Ministry officials, RTLB, and opposition MPs relating to:
-	Any potential reasons why and when RTLB could exit or relocate/move premises (for example, what happens if the host school’s roll increases, the viability of the RTLB service at this site, any Ministry reasons for relocation). 
o	There are two relevant date ranges for this request:
	Throughout 2018 as the date of occupancy of RTLB is 4/12/2018. 
	Throughout 2023 and 2024 when discussions and communications with the Rewa Rewa School Board/Principal happened with Ministry officials regarding the relocation of RTLB.
- Discussions in 2023 and 2024 around what other sites are available for RTLB relocation.
- Site visits by Ministry staff in 2023 and 2024 to host sites/schools/offices in the Wellington region that might be options for RTLB relocation.
- Discussions in 2023 around the expenditure and viability of RTLB at Rewa Rewa School, including any short- or long-term forecasting, cap-ex spending rules, costs of relocation, and floor space calculations for schools vs RTLB.
- Any local community views in 2023 about RTLB on site at Rewa Rewa School.
- The 2023 offer of modular classrooms by the Ministry to Rewa Rewa School.

If the information released is the same, can you confirm why this is a material issue? Is it to enable the Ministry to restart the 21 day reply period, or for another reason?
I'm assuming the prudent answer here is that the request has morphed into a Board request though that wasn't the original intention of the request. Shall I seek legal advice on this point if it will materially impact your response?

We would not be seeking to restart the 20 working day period under the Act.
The main consideration here would be how we engage in consultation with Rewa Rewa school prior to the release of the information, and under what grounds or considerations we consider when withholding information.
In this instance, it is likely the substantive information would remain similar, however certain things such as details of individual staff would likely be released to someone requesting on behalf of Rewa Rewa School, but not released to someone requesting in their capacity as a member of the public.
Another consideration is that information released via FYI is released into the public domain where anyone is able to access it. Information released under part four of the Act (where a body incorporated requests information about themselves) would need to be released to the school directly, and would not be released through the FYI mechanism.
