Thank you for your emails of 20 September 2025 and 1 October 2025 to the
Ministry of Education (the Ministry) requesting the following information:
I am writing to submit an Official Information Act request regarding the
amalgamation of the existing Special Needs Unit at Naenae College with
Kimi Ora School. Specifically, I request all ministerial correspondence,
briefings, memorandums, and reports related to this matter.
I confirm that the timeframe for the information I am seeking is from
August 2023 to April 2025.
At this stage, it is difficult to further narrow the timeframe without
additional context as to when such correspondence or reports were most
likely to have been generated. I trust that this specified period will
allow the Ministry to conduct a focused search.
Your request has been considered under the Official Information Act 1982
(the Act).
The Ministry has searched its records and we have not located any
information specific to ministerial correspondence, briefings, memorandums
or reports, regarding the amalgamation of the existing Special Needs Unit
at Naenae College with Kimi Ora School. We are therefore refusing your
request under section 18(e) of the Act, as the information requested does
not exist or despite reasonable efforts, cannot be found.
The Ministry can confirm a satellite unit Property Occupancy Document
(POD) variation between the Naenae College Board and Kimi Ora School Board
was signed in August 2025.
Further information regarding standard processes and agreements for
leasing school property to another school is set out on the Ministry’s

The process for applying for a new or replacement POD variation for
satellites is summarised as follows:
1. Te Mahau/Service (RTLB, Satellite, Sensory Resource Centre) identify a
school with capacity to host with assistance from property advisors.
2. Base school initiates the application, agree charges and both schools
sign the application.
3. Host school sends the application to their Property Advisor at the
local Ministry office.
4. Property Advisor checks and updates the information in K2, attaches a
site plan and signs the application, which is then endorsed to the
Ministry Infrastructure Manager.
5. When the application is received in National Office, the Leasing team
prepare the POD variation.
6. The POD Agreement is sent to the Host and Base Schools for sign off
and then returned to the Ministry where it is signed by the School
Property Services General Manager .
7. Each Party receives a copy of the POD Agreement for their records.
