Suzanne made this Official Information request to Public Service Commission

This request has an unknown status. We're waiting for Suzanne to read recent responses and update the status.

From: Suzanne

Kia ora Public Service Commission,

Please refer to the below questions.

1. Are there any employee lead networks in the public sector which specifically cater for neurodiverse individuals?
2. Are there any specific career programmes for neurodiverse individuals?
3. What tools / support are available to public sector people leaders who are managing individuals who identify as neurodiverse (whether disclosed or not).
4. Would a diagnosis of ADHD/ Autism preclude an individual from holding a National Security Clearance?

Yours faithfully,

Tçnâ koe Suzanne,

Thank you for your request made under Official Information Act 1982 (OIA),
partially transferred to the NZSIS from Te Kawa Mataaho | Public Service
Commission on 16 February 2024. The part of your request transferred to
the NZSIS asks:

·         Would a diagnosis of ADHD/ Autism preclude an individual from
holding a National Security Clearance?

Before we begin processing your request, we require more information to
establish your eligibility to make a request under the OIA. Per Section 12
of the OIA, to be eligible to make a request you must be:

•             a New Zealand citizen or permanent resident;

•             a person in New Zealand; or

•             a corporate entity (that is, a company or an incorporated
society) which is either incorporated in New Zealand or has a place of
business here.

We would appreciate it if you could please provide us with information
that confirms your eligibility to make an OIA request. This could be a
posted or emailed scan of a New Zealand driver’s licence or passport, or
evidence of residency in New Zealand, such as a utility bill with your
name/address.

If you would prefer to not provide evidence of your eligibility to us
directly, you are welcome to provide it via the Office of the Ombudsman,
or ask FYI.org to make a request on your behalf (refer ‘Can I make an OIA
request using a pseudonym?’ on  [1]https://fyi.org.nz/help/privacy).

If you have any queries, please feel free to email us via
[2][email address].

Ngâ mihi,

NZSIS

Dear OIA Privacy,

I do not wish to provide this information as I have concerns that it may be retained for consideration should I need to apply for a National Security Clearance.

Yours sincerely,

Tēnā koe Suzanne

We can reassure you that making a request under the Official Information Act 1982 is not in and of itself a reason to prevent someone from holding a national security clearance. We can also reassure you that seeking general information about the national security clearance process is not a cause for concern. You may be interested to know that further information about national security clearances can be found online at: https://www.protectivesecurity.govt.nz/p.... We would particularly draw your attention to the information under Security Assessment Criteria and the Adjudicative Guidelines.

When needed, we ask for assurance that requesters are eligible to make a request under section 12 of the OIA before proceeding. The assurance we seek is that which is enough to make clear that you are a New Zealand citizen / permanent resident or are in New Zealand. In addition to the ways listed below, another way to provide assurance to us that you are in New Zealand would be to send something that substantiates that, for example, a photo of that day’s local newspaper. As noted, if you would prefer to not provide evidence of your eligibility to us directly, you are welcome to provide it via the Office of the Ombudsman, or ask FYI.org to make a request on your behalf. We are flexible in the ways you can provide us assurance that you are a person eligible to make a request.

Please note, you may complain to the Inspector-General of Security and Intelligence (IGIS) if you feel you have, or may have been adversely affected by any act, omission, practice, policy, or procedure of an intelligence and security agency. The IGIS contact details can be found out at https://igis.govt.nz/.

Please feel free to clarify any further queries with us. If you prefer, you may email us directly via [email address].
Alternatively, if you have queries about the clearance process that are not OIA requests, you are welcome to contact the Protective Security team directly. Their contact details can be found at: https://www.protectivesecurity.govt.nz/c....
