Thank you for clarifying your request.

As set out in section 12, If you wish to pursue obtaining information not
in the public domain, you may be asked to provide evidence that you meet
the requirements of the Official Information Act 1982, set out below.  

  

Section 12(1) Any person, being—(a) a New Zealand citizen; or(b) a
permanent resident of New Zealand; or(c) a person who is in New Zealand;
or(d) a body corporate which is incorporated in New Zealand; or(e) a body
corporate which is incorporated outside New Zealand but which has a place
of business in New Zealand,—   

  

In this instance, the Ministry of Health - Manatû Hauora requests that you
provide evidence to show that you meet the requirements as set out in
section 12. This can be a copy of a New Zealand Driving License or
Passport.   

  

The Ministry will proceed to processing your request upon receiving
confirmation.  Please provide the information requested by COP 16 January
2024.

The Ministry of Health has decided to extend the period of time available
to respond to your request under section 15A of the Official Information
Act, as consultations are deemed necessary to make a decision on your
request that a proper to your request cannot reasonably be made within the
original time limit.
You can now expect a response to your request on, or before 23 February
2024.
You have the right, under section 28 of the Act, to ask the Ombudsman to
review my decision to extend the time available to respond to your
request.

Dear OIA Requests,
MoH made an extension of time according to section 15A of the OIA 1982.
MoH has not replied or before 23 February as per the stated deadline for a response, therefore I have made a complaint to the ombudsman for redress.

Update to the ombudsman complaint in progress...
MoH have promised the response, but still waiting, waiting.
MoH have stated to the ombudsman that (a) they sent the response to FYI on time but there was a problem with the FYI site, and that (b) they emailed the response directly to myself.

This is despite the fact that (a) FYI have investigated and found no issues with their servers on that day, and no evidence that there was even an attempted response by MoH, and (b) the fact that they do not actually have my email address to respond to.

Still trying to decide whether this is a comedy of errors or quite deliberate.
