Dear Ministry of Health,
Please provide all of the unreleased minutes from the Covid Vaccine Independent Safety Monitoring Board (CV-ISMB). Some of the earlier available minutes were available in the link below: https://www.health.govt.nz/system/files/... (although currently only available on the wayback machine)

In that previous partial release of 2021 minutes from the CV-ISMB on page 58 of 87 under the subsection “Update on Rapid Cycle Analysis” it mentions a survival analysis across 10 year age bands and claimed there was “no increased risk in mortality between those vaccinated and not vaccinated.
I am requesting those specific documents from the rapid cycle analysis work for the 80-90 and 90+ ages, plus also the same for all other age bands, i.e. 0-10, 10-20, 20-30, 30-40, 40-50, 50-60, 60-70, 70-80.
I am also requesting any subsequent reports of that nature.

I don't see how it could be correct that the Ministry of Health does not hold this information since every set of minutes I have seen so far is headed up MINISTRY OF HEALTH MANATU HAUORA and also every single meeting had MoH attendees.
I request that this is not transferred or if it is please explain why this should not be answered by MoH.

Thank you for your email. As part of the health and disability system
reforms, on 1 July 2022 many COVID-19 related functions under the Ministry
of Health transferred to Te Whatu Ora (Health New Zealand). This included
the COVID-19 Vaccine Independent Safety Monitoring Board (CV-ISMB). The
CV-ISMB presented their final report in 2023 and the CV-ISMB concluded on
30 June 2023. As such your request has been transferred to Te Whatu Ora
under section 14(b)(ii) of the Act to respond to as your request is more
closely connected to the functions of their agency.

Unfortunately the information requested still has not yet been provided.

CV ISMB Minutes
I understand about the privacy concern for some of the minutes, and I would still like to receive those if redactions were able to preserve privacy. That said, I am still requiring the 2022 minutes for which the public link provided does not work. It gives an error message "HTTP 403 - forbidden page" (see https://www.health.govt.nz/system/files/...)
Please provide this or at least a working link on the website.
Note also the cv-ismb interim report link is not working, "forbidden" (see https://www.health.govt.nz/system/files/...)

Rapid Cycle Analysis Documents
Also waiting for this. My request was not for the public medsafe reports, I am requesting the rapid cycle analysis documents the CV ISMB was using to update about mortality, and any subsequent reports or documents they produced on that topic of mortality.

CV ISMB Minutes

 

Please note that the error was made from our side and we apologise for the
inconvenience and confusion this may have caused. We believed those
minutes were available publicly however, these minutes are subject to the
same privacy restrictions as the others you have requested. These meetings
were held strictly to discuss individual cases, and therefore there is no
information that can be released without breaching the privacy of the
individuals involved. All CV-ISMB minutes which can be released, have been
made public and the ones which haven’t been proactively released will
never be released under 9(2)(a) to protect the privacy of individuals.

 

Please provide this or at least a working link on the website.

 

There has been a recent issue with some links on Te Whatu Ora’s website,
but this has now been resolved. You can access both the 2022 minutes and

Rapid Cycle Analysis Documents

 

Rapid Cycle Analysis (RCA) is a type of observed vs expected analysis;
therefore, all RCA documents the CV-ISMB used to update data on mortality
are already publicly available and published on Medsafe as
“Observed-versus-expected analyses” in the reports #36-#46.
